The record rate of nursing facility closures across the state so far this year alone, should be concern for all. For the better part of my nearly 15 years of experience in this field, Wisconsin nurs- ing facilities have been ranked in the Top 10 of all states for quality mea- sures. Yet, at the same time, funding for indigent (or financially needy) seniors has been ranked from No.

1 worst in the country, to regularly in the lower five. The most recent figures (2017-2018), indicate that on average, each nurs- ing facility loses nearly $80 per day, per resident, receiving medical assis- tance (LeadingAge). For nearly two decades, that number has continually increased. Meanwhile, our state leaders have failed to address the prob- lem in a way that allowed the daily losses to shrink or be offset. This is not just a prob- lem for the care facilities serving some of the most frail in our society, this funding trend eventually impacts everyone in the state.
